Beta 13 - upgraded java for Windows

Beta version 13 comes with a handful of bugfixes for everyone. The main upgrade affects only the windows distribution package. The earlier versions shipped with java8 inside, but that has now been upgraded to java17, together with some other optimizations hoping to improve both the performance and stability.
